Speaking during a live recording of Proximo\u2019s In-Depth podcast, Gonzalez pointed to a combination of population growth, infrastructure funding\u00a0challenges\u00a0and greater public-sector familiarity with the P3 model as key drivers behind renewed market momentum\u00a0to improve the nation\u2019s outdated highways, airports, energy, and water infrastructure.<\/span>\u00a0<\/span><\/p>\n

A New Geographic Trend<\/span><\/b>\u00a0<\/span><\/h2>\n

The\u00a0center of gravity for U.S. transportation P3s is increasingly shifting toward the\u00a0East Coast.\u00a0While Texas helped\u00a0establish\u00a0the early U.S. P3 market and Virginia has\u00a0remained\u00a0one of its most consistent\u00a0jurisdictions, states such as Georgia, Tennessee,\u00a0North Carolina\u00a0and South Carolina are\u00a0emerging\u00a0as important growth markets.<\/span>\u00a0<\/span><\/p>\n

The trend reflects wider economic and demographic shifts. Population growth\u00a0is\u00a0putting\u00a0extreme\u00a0pressure on existing transportation networks\u00a0while\u00a0public funding sources\u00a0remain\u00a0constrained. Gonzalez notes\u00a0that this combination of rising demand and limited funding availability is creating fertile ground for innovative delivery models such as P3s.<\/span>\u00a0<\/span><\/p>\n

Greater Maturity in the P3 Market<\/span><\/b>\u00a0<\/span><\/h2>\n

P3s\u00a0have historically been\u00a0viewed as a financing\u00a0solution of last resort\u00a0for projects that could not move forward through conventional methods. Today, public agencies increasingly recognize the broader benefits\u00a0of\u00a0private-sector\u00a0support, including accelerated project delivery, greater certainty around cost and schedule, long-term operational\u00a0accountability,\u00a0and effective risk transfer.<\/span>\u00a0<\/span><\/p>\n

Gonzalez\u00a0highlighted\u00a0the strong operational performance of existing P3 projects over the past two\u00a0decades, like the TEXpress lanes in Texas and 66 Express Outside the Beltway in Northern Virginia.\u00a0As transportation agencies see successful projects\u00a0\u2013 including\u00a0Ferrovial\u2019s own –\u00a0operating\u00a0across the country, confidence in the delivery model continues to grow.<\/span>\u00a0<\/span><\/p>\n

The\u00a0Key Advantage? Financing.<\/span><\/b>\u00a0<\/span><\/h2>\n

While the\u00a0United States continues to\u00a0benefit\u00a0from unique funding mechanisms such as TIFIA loans and Private Activity Bonds (PABs),\u00a0additional\u00a0sources of capital\u00a0are\u00a0needed. Gonzalez expects the market to increasingly draw on a broader mix of financing tools and investors in the coming years. He also sees opportunities for commercial banks to play a larger role as projects\u00a0evolve,\u00a0and funding requirements expand.<\/span>\u00a0<\/span><\/p>\n

On the equity side, Gonzalez noted continued\u00a0institutional and retail\u00a0investor interest in transportation infrastructure, particularly as\u00a0governments\u00a0bring a larger and more predictable pipeline of projects to market,\u00a0attracting new pools of capital.<\/span>\u00a0<\/span><\/p>\n

Looking ahead, Gonzalez emphasized that successful P3 programs depend on strong\u00a0collaboration and\u00a0partnership\u00a0between public agencies and the private sector. He encouraged government stakeholders to engage directly with industry participants throughout project development and procurement processes.\u00a0Developers,\u00a0operators,\u00a0and investors can\u00a0provide\u00a0practical insights based on real-world project experience, helping agencies better understand market expectations, risk\u00a0allocation,\u00a0and financing considerations.\u00a0<\/span>\u00a0<\/span><\/p>\n
