30-year TxDOT veteran to drive continued growth across the U.S.
Ferrovial, a leading global infrastructure company, today announced Lance Simmons has joined its U.S. construction company Webber as Senior Vice President of Client Relations, reporting to Webber CEO Jose Carlos Esteban. In this new role, Simmons will focus on strengthening long-term relationships with key clients, building strategic partnerships, and cultivating opportunities in new markets.

Simmons brings over 30 years of leadership experience in transportation engineering from the Texas Department of Transportation (TxDOT), where he most recently served as Chief Engineer. In his role, he oversaw statewide engineering operations and district activities, ensuring Texas’ transportation system was built and operated safely and efficiently. During his tenure, Simmons collaborated with other state transportation agencies and served in key leadership roles with national industry associations including the Associated General Contractors of America (AGC), the American Association of State Highway and Transportation Officials (AASHTO), and the American Managed and Tolled Infrastructure Association (AMOTIA).
