To meet that need, public agencies across the U.S. are increasingly embracing public-private partnerships (P3s), filling in the funding gap that has left so many growing cities with outdated infrastructure. Through the public-private partnership model, private-sector leaders like Ferrovial are helping deliver essential infrastructure that goes beyond road transportation. P3s enable tailored solutions that improve connectivity, enhance economic opportunities, and create a long-term investment in local communities.
Improving mobility for drivers
The Virginia Department of Transportation selected Ferrovial to deliver its Transform 66 Outside the Beltway project. The key piece of the project was developing managed lanes along 22.5 miles of I-66, which operates today as 66 Express Outside the Beltway (OTB). Two new express lanes and three rebuilt general-purpose lanes were added in each direction, which have improved mobility along one of Northern Virginia’s busiest transportation and freight corridors.
Since opening, the lanes have enabled 20 percent more drivers to move through the corridor. By reducing congestion and improving travel-time reliability, the lanes help commuters spend less time in traffic while supporting the efficient movement of goods and services throughout the region.
Tailored solutions through collaboration
The benefits of the Transform 66 Outside the Beltway project extend well beyond drivers.
Reserved space for future transit investments gives the region flexibility as travel patterns continue to evolve. More than 4,000 new park-and-ride spaces with direct access to the express lanes make it easier for residents to connect to commuter bus service while reducing single-occupancy vehicle trips. Through 2066, approximately $340 million in private financial support will help expand transit service and transportation demand management programs.
The project also improves mobility for cyclists and pedestrians. More than 18 miles of new bicycle and pedestrian infrastructure, including the 11-mile I-66 Parallel Trail, connect neighborhoods, employment centers, parks, and transit facilities. Together, these investments provide safer, more accessible travel options while strengthening connections between communities along the corridor.
This P3 model is a collaborative approach that delivers infrastructure more efficiently and frees up taxpayer dollars to be allocated to other critical local needs. By combining public oversight with private-sector expertise, P3s make it possible to deliver infrastructure that reflects the unique needs of each community while creating long-term value.
Building stronger communities
66 Express OTB has built strong partnerships with local community groups like Drive Out Hunger and Educate Fairfax. Donations have helped strengthen local communities by funding programs for STEM education, food security, child welfare, public safety, environmental stewardship, and veterans.
Investments have helped fund STEM camps, classroom maker spaces, laboratory programs, public teacher grants, weekend food-pack programs for students facing food insecurity, and clothing kits for children and families in need. By partnering with local organizations, the project helps ensure that infrastructure investments generate meaningful benefits for the communities they serve long after construction is complete.
