Keeping Texas moving
Reliable transportation infrastructure has become more important than ever, and Ferrovial has played a key role in delivering some of the state’s most transformative mobility projects.
In North Texas, the TEXpress Lanes network of managed lanes—North Tarrant Express, North Tarrant Express 35W and LBJ Express—helps reduce congestion and improve reliability along some of the region’s busiest highways. By expanding capacity and offering drivers more predictable travel options, these projects support the continued growth of the Dallas-Fort Worth metroplex and help connect residents to jobs, businesses, and essential services. Building on the success of the North Tarrant Express, Ferrovial is continuing to invest in capacity improvements that will further ease congestion and improve mobility along the corridor, at no cost to taxpayers.
In San Antonio, the $1.5 billion I-35 Northeast Expansion project is modernizing a section of I-35, one of the nation’s busiest freight corridors and a critical trade route that connects Texas communities and supports economic activity across the central United States. The project includes major improvements along I-35, Loop 1604, and I-410, adding new lanes, reconstructing interchanges, and improving traffic flow throughout the region. Once complete, the project will enhance safety and mobility for commuters, freight operators, and the growing communities that rely on this critical corridor every day.
In the Houston region, the SH 99 Grand Parkway has expanded connectivity across one of the fastest-growing areas in the state. Ferrovial helped deliver more than 50 miles of new highway infrastructure, including new toll lanes managed by TxDOT, bridge reconstruction, and corridor improvements that strengthen connections between major employment centers and residential communities. The project also improved regional mobility and provides an important evacuation route during severe weather events. Building on this work, Ferrovial was recently awarded the SH 99 Grand Parkway Segment B1 project, a $1.5 billion investment that will further expand mobility and connectivity across the Houston region.

Supporting growing communities
Beyond transportation, Texas’ rapid growth is placing unprecedented demands on water infrastructure. Texas 2036 estimates the state will need at least $154 billion in water infrastructure investments in the coming decades and still faces a projected $112 billion funding gap, highlighting the importance of strategic investments that strengthen resilience and ensure reliable water resources for future generations. With its U.S. headquarters in Austin for more than two decades, Ferrovial has been part of Texas’ growth story and is helping meet these challenges through major water infrastructure projects, including the CapEx Water Pump Station and the Walnut Branch Wastewater Treatment Plant (WWTP) and Geronimo Creek WWTP.
In Austin, Ferrovial is constructing the CapEx Pump Station as part of the I-35 Capital Express Project. The 105-foot-deep facility will include four pumps capable of moving up to 260,000 gallons of water per minute, helping manage stormwater and reduce flood risks.
In Seguin, Ferrovial is delivering one of the largest water infrastructure construction projects in Texas through the Walnut Branch WWTP and Geronimo Creek WWTP. The $178 million project includes deconstructing and decommissioning the Walnut Branch WWTP while expanding the Geronimo Creek WWTP to treat an average daily flow of 12 million gallons. Once complete, the expanded facility will allow the city to treat wastewater within its own city limits for years to come, supporting continued population growth while strengthening the region’s long-term water infrastructure.
By investing in resilient water infrastructure, Texas is preparing for existing and future demand while ensuring essential resources remain available for generations to come.
Powering reliable energy
Texas has long been a global leader in the energy industry, and growing demand from expanding industries, data centers, and emerging technologies such as artificial intelligence is placing new pressures on the state’s power infrastructure. As renewable energy becomes an increasingly important part of Texas’ energy mix, Ferrovial is contributing to the state’s evolving energy landscape with large-scale solar projects in Milam and Leon County.
In Leon County, Ferrovial is constructing and operating a 257 MWdc solar photovoltaic facility capable of serving more than 36,000 homes. Once operational, the project is expected to generate approximately 475 gigawatt-hours of renewable electricity annually while avoiding more than 195,000 tons of carbon emissions each year.
In Milam County, the company is developing a 250-megawatt solar facility that is expected to generate approximately 450 gigawatt-hours of electricity annually, which is enough to power about 43,000 homes.
Together, these projects will add more than 500 megawatts of renewable energy capacity to the Texas grid, helping meet growing demands while supporting a more diverse and resilient energy future.
