Cintra, a subsidiary of Ferrovial, has generated billions of dollars in economic impact, connecting communities across the United States. Ferrovial’s Economic and Social Impact Study, conducted in partnership with the Steer consulting firm, concluded that Cintra-managed highways have generated $22.6 billion in economic impact in the United States through 2021.
The report also found that Cintra-managed highways have created 119,000 Full Time Equivalent job years in the US. This includes the use of local subcontractors and Disadvantaged Business Enterprise (DBE) firms where the company’s projects are located.

With the opening of the I-66 Express Lanes, the company now has five managed highway projects across the US: LBJ Express (LBJ), North Tarrant Express (NTE) & NTE 35W, in Dallas-Fort Worth, Texas; I-77 Express, in Charlotte, North Carolina; and I-66 Express, in Northern Virginia.
One of the first large-scale public-private partnership (P3) projects in the country when awarded in 2009, the North Tarrant Express and LBJ Express network facilitates more than 1 million trips per day and transports 7 million motorists per year. During construction, the NTE, NTE 35W, and LBJ projects employed more than 2,000 local businesses and more than $600 million paid to disadvantaged business enterprises (DBE’s). These Cintra-managed highways in Texas are responsible for an economic impact of $17.2 billion.
The I-77 Express Lanes is the first and only public-private partnership (P3) roadway project in the state of North Carolina, awarded in 2014. Despite an increase in traffic on all lanes, motorists in the free, general-purpose lanes are accommodating more motorists at a significant reduction in travel times. Connecting communities in the greater Charlotte region, the I-77 Express has had an estimated economic impact of $1.6 billion
The 66 Express Outside the Beltway project has already provided a significant economic contribution to the region. A total of 8,755 workers have been part of the project since its inception in 2017. This includes a daily average of 2,000 workers on site during the peak period, including employees from 400 local firms hired as subcontractors. This is one of the largest public-private partnership (P3) infrastructure projects in the United States, completed on time and on budget at no cost to Commonwealth taxpayers, despite supply chain issues, a global pandemic, and historic inflation levels.
The express lanes on the I-66 will be among the first in the US to feature Cintra’s AIVIA Smart Roads initiative, which uses a combination of connected vehicle data and sensors to detect incidents in real time and provide information to highway operation centers and emergency vehicles.
Cintra and its partners manage more than 90 miles in the US. The company recently announced it joined USDOT’s efforts to reduce serious injuries and deaths on US roadways.
